O R D E R

In exercise of the powers conferred by Section 5A of the Aircraft Act, 1934, the Director General of Civil Aviation for the purpose of securing the safety of aircraft operations, hereby directs the National Airports Authority to follow with immediate effect the procedures given below :

  1. Notification of incidents :
  2. Officer In-charge of the Aerodrome shall ensure that the incidents listed in Air Safety Circular No. 5 of 1982 are notified immediately to Director Air Safety and Regional Controller air Safety of the concerned region.

  3. Investigation of Airmiss and other ATC related incidents :

The following procedures shall be followed for the investigation of airmisses, ATC related incidents and any other Air Navigation occurrence which DGCA considers necessary for investigation :

    1. Aerodrome Officer In-charge shall seal ATC tapes, log books, flight messages, flight progress strips and all other related documents such as applicable weather report etc. and hand them over to the Regional Controller of air Safety or the officer investigating the incident.
    2. The Duty Technical/Communication Officer In-charge of the tape recording facilities shall make available the replay facility as and when required by the Investigating Officer without any delay and shall provide all assistance for the proper replay of the ATC tapes. If required by the investigator, an Officer of the Aerodrome discipline shall be made available by the Officer In-charge of the shift.
    3. Executive Directors and Officers In-charge of Aerodrome and Communication disciplines shall ensure the availability of the officials required for the investigation by the Investigating Officer most expeditiously. Roster
    4. The ATC Officers involved in the airmiss incidents shall not be rostered till the completion of the investigation. ATC Officers involved in other incidents shall also not be rostered if the DGCA is of the opinion that the proficiency of the ATCO was involved during the incident or he has failed in his responsibility to notify the incident immediately to the DGCA. They can be released for duty in consultation with the DGCA.

  1. Maintenance and Serviceability of Communication Recording and Replay units :
  2. Officers In-charge of the Communication Discipline at the airports shall ensure that the communication recording and the replay units are maintained in accordance with the maintenance schedules prescribed by the manufacturers of these units and shall endeavour to keep these units serviceable at all times. Officers of the DGCA may inspect the maintenance of these recorders and the replay units and monitor the recordings. It shall also be ensured that the recorded tapes are retained for a period of atleast 30 days as stipulated in ICAO Annex 10, Para 3,5,1,5.

  3. Availability of Communication and Navigation facilities :

ATC, Communication and Navigation facilities shall not be closed down for aircraft in flight in a manner which would endanger the safety of aircraft operations even if they are required beyond watch hours.
