AIR SAFETY CIRCULAR NO. 4 OF 1995

MET BRIEFTING

In recent past an aircraft engaged in a private operation was involved in a fatal accident during enroute while it encountered heavy rain. The aircraft went out of control while negotiating bad weather and disintegrated in flight. Investigation has revealed that the flight crew had filed a thorough flight plan at the departure station and had obtained Met. briefing which covered the return flight period also. Due to delay in departure of return flight, the validity of the available Met. observations had expired but the flight crew had not obtained fresh Met. briefing/route forecast from the Met. office before undertaking the return flight to its destination. Further it was observed that the flight crew had not adhered to standard laid down procedures in bad weather conditions.

In order to prevent such occurrences, the flight crew should ensure that they have always the latest and valid Met. briefing while operating the flights and adhere to standard operating procedures. All operators are advised to bring this Circular to the notice of their flight crew.
