 Rule 3A of the Aircraft Rules, 1937, provides for delegation of powers conferred on and the duties imposed on the Central Government and the DGCA.  Accordingly, two notifications viz S.O. 726(E) AND 727(E) both dated 04-10-1994 have been issued delegating the powers of the DGCA and Central Government respectively, to the officers of the DGCA, Bureau of Civil Aviation Security and Airports Authority of India.  These notifications are amended to cope up with the situations that crop up from time to time.  Both these notifications are available on the DGCA website under Link “Rules”.

At present there are no such boards, committees or councils in this office.  Boards, councils, committees and other bodies are constituted by the Ministry of Civil Aviation as DGCA is an attached office.

The Directorate General of Civil Aviation administers a Scheme called `Reimbursement of Flying done by Scheduled Caste/Scheduled Tribe candidates’. This scheme aims at giving financial assistance to the SC/ST candidates to enable them to take up flying as a career option.


            Under the Scheme 40 (forty) SC/ST candidates are selected/short listed for assistance by means of a written examination upto Private Pilot’s Licence (PPL) level.  The applications are invited from candidates from all over India by means of an advertisement in the newspapers.  The examination is usually held in the month of October every year at various centers all over India.  Forty SC/ST candidates are short listed in order of merit for assistance under the scheme.


            The selected candidates are given an option to choose a flying club/institute of their choice.  The cost of flying undertaken by these candidates is reimbursed to the clubs, directly.  In addition, scholarships/stipends for purchase of books etc are provided to these candidates at the rate of Rs. 100/- respectively for a period of 24 (Twenty four) months reckoned from the date of commencement of training.

The O/o DGCA grants the following permits/ authorizations:-


(a)                (i) Carriage of Arms and   Ammunitions, Radioactive Substances and other dangerous goods viz., chemicals, gases etc. by air to/from/over India;


(ii) Ground photography/ videography at various airports;


(iii) Aerial photography and airborne geophysical survey;


(iv) Operating Permits issued to foreign airlines designated by foreign Governments for operation of scheduled services to/from India under the bilateral Air Services Agreements;


 (v)  Operating Permits issued to domestic carriers including private airlines for scheduled services and non-scheduled services;


 (vi) Various categories of pilot licenses are issued.  And also, validation of foreign licenses is granted which is an authorization for the holder to exercise the privileges of his/her license on Indian registered aircraft;


 (vii) Concessions, permits and authorizations are granted as per civil airworthiness requirements.  Procedure has been laid down in the Civil Airworthiness Requirements; and


 (viii) DGCA has been allotting two seater trainer aircraft known as HANSA to various Flying Clubs and Flying Institutes.  HANSA is an all composite, non-metallic, two seater trainer aircraft, designed and developed by National Aerospace Laboratory (NAL) in Bangalore. This allotment is done based on the need and number of students enrolled with an institute for pilot training.  After the allotment done, NAL offers free training to engineers and pilots of that institute to operate the Aircraft safely.

The Office of DGCA have a Library which maintains the Aviation related technical books, Government Publications –Swamy books, Gazette Notifications, Aircraft and Engine literature, Annexes and ICAO documents, Foreign technical and Indian periodicals, Hindi and English newspapers and General and Hindi Books.  So far this library is not open to public. It is meant for  use by the officers of this Department or those specifically authorized by the competent authority.  The working hours of Library are 9.30 AM to 6.00 PM.
